In continuation of my despatch of August 31st. 1911, I have the honour to exclose one copy of the Torking Ares- ❤ment enfaced with a statement ained by the negotiators appoint- -ed by the two Governments that they have jointly agreed to all its clauses and schedules on behalf of and in communication with their respective Governments, with the exception of those marked 37 A and B.

I enclose also 6 copies of a reprint of the Agreement in which these reserved clauses appear as Articles 38 and 39 in ordinary type. Ar. Chao Ching. Thua has submitted a Chinese version of the Agreement which is in process of being checked, and when this has been done I shall transit printed copies to you.

In forwarding to you this semi-final copy of the working Agreement I desire to express my very cordial appreciation of the courtesy (no less than the ability and astuteness) of r. Chao. This Government is under an obligation to its om representatives Deosre. E. 4. Lindsey and C. Clementi who have shown unwearying patience and resource in these very difficult and protracted negotiations.
